Harbor View’s declaration assigns roofs, gutters, and painted exteriors to the association. We photographed those surfaces from the ground and from the deck, then labeled them as limited. Inside the unit we operated the heat pump, tested GFCI devices, ran water at every fixture, and checked the attached garage door and opener. A stain at the third-floor ceiling aligned with a valley we could see from the neighbor’s side yard; we recommended the buyer send that photo to the association manager rather than ask the seller to climb the roof.

The water heater was original to 2011 and within a typical replacement window. We noted that as a budget item, not a safety emergency. Windows operated. The deck ledger had visible flashing. The report’s first page listed three owner items and two association items so the buyer’s agent did not mix them in one addendum.
